Saudi Arabia Revises Visa Rules for Hajj and Umrah

The Saudi Ministry of Hajj and Umrah has introduced updated regulations for temporary work visas in the Hajj and Umrah services sector. The changes include extending the visa duration to 90 days, with the option to renew for an additional 90 days.

This reform, approved by the Saudi Cabinet, aims to provide greater flexibility to the private sector while aligning visa policies with the demands of the labor market, according to the Saudi Press Agency (SPA).

The newly named “temporary work visa for Hajj and Umrah services” will now be available from Shaban 15 to the end of Muharram, roughly between February 14 and July 25. The updated rules also facilitate easier access for companies operating during the Umrah season, enabling them to recruit temporary workers more efficiently.

To enhance transparency, the ministry has set clear timeframes for visa procedures and introduced stricter governance. A signed employment contract and mandatory medical insurance will be required before visa issuance, which can be processed through Saudi embassies and consulates.

In a move to curb misuse, the ministry has imposed hefty penalties for violations. Companies found selling temporary work visas could face fines of up to 50,000 Saudi riyals and a blacklist ban from providing Hajj and Umrah services for up to five years.

Both penalties may be enforced concurrently. These regulations will come into effect 180 days after approval, allowing businesses time to comply and streamline operations ahead of the Hajj and Umrah seasons.
